In early 1995, the Queensland Police Service (QPS) changed the way in which it allocated First Year Constables (FYCs) to the regions. The policy change, which resulted in the re-allocation of the FYCs on a statewide basis, was prompted by concerns over staffing levels at various northern establishments and was seen as a way of encouraging officers to work in the north. 

This research paper reports on a Criminal Justice Commission (CJC) evaluation of the impact of this policy change on the delivery of FYC training.
