In 2025, the Crime and Corruption Commission (CCC) conducted an online, anonymous survey of community members, and employees of public service departments and agencies (including the Queensland Police Service and Hospital and Health Service staff), and local councils.
The survey was available between March and May 2025 and explored respondents’:
1. awareness of the CCC,
2. trust in integrity systems,
3. perceptions about level and nature of corruption, and
4. perceptions about, and experiences with, reporting corruption.
The findings from this survey provide the CCC with valuable insights into the current state of corruption and integrity in Queensland.

Over 10,000 surveys were completed, including:
- community members (n=3,013)
- state government department and agency employees (n=5,957)
- local council employees (n=973), and
- Queensland Police Service members (n=116)
To be eligible to participate, respondents needed to be 18 years old or over.
Community respondents were sourced from an accredited online panel provider in addition to a small number of community members who contacted the CCC directly to participate in the survey.
The community panel sample was selected randomly, with quotas used on completed surveys to ensure adequate demographic coverage and diversity. Minimum quotas were also employed to ensure coverage of key subgroups with low representation in the community – First Nations and Pacific Islander peoples, LGBTQIA+, those who speak a language other than English and those who live with, or care for someone with a disability or impairment.
For employee cohorts, the CCC distributed a survey link to in-scope entities, who used various promotional activities and direct email invitations to distribute the survey to their own employees.
