In May 1993 the Criminal Justice Commission (CJC) and the Queensland Police Service (QPS) established a two-year beat policing pilot project in the city of Toowoomba in south-eastern Queensland. 

The impetus for the pilot project was the Report of the Commission of Inquiry into Possible Illegal Activities and Alleged Police Misconduct (the Fitzgerald Inquiry). The Inquiry recommended that the QPS adopt community-based policing as its primacy policing strategy. In line with its statutory responsibilities. the CJC became involved in the pilot project with the aim of demonstrating one way in which a community policing approach could be put into practice. 

This is the main report on the findings of the CJC's evaluation of the pilot project.
