On 11 April 1991, Mr Russell Cooper, MLA, Leader of the Opposition, set out a number of concerns in a letter to the Criminal Justice Commission in relation to the use by Mr Mackenroth of the Government aircraft to travel to Port Macquarie to meet with Mr Philip Arthur Heath.
