In 1995 the CJC furnished this report on an inquiry conducted by the Honourable D G Stewart into allegations of official misconduct at the Basil Stafford Centre. 

The Centre is a residential facility, administered by the Department of Family Services and Aboriginal and Islander Affairs, which provides services to individuals to severe or profound intellectual disabilities. 

The Report made 20 recommendations, the primary one being that the problems at the BSC disclosed by the evidence at the Inquiry, including instances of official misconduct, were of such a nature that the only practical solution was to close the Centre at the earliest possible opportunity.

This report was tabled in Parliament on 11 April 1995.
