In late 1991, the Parliamentary Criminal Justice Committee recommended that the Criminal Justice Commission: 

conduct a review of the implementation of the recommendations of the Report of the Commission of Inquiry [the 'Fitzgerald Inquiry'], so far as they relate to the Police Service, and review all other reforms in the Police Service. 

This report on police recruitment and education in the Queensland Police Service has been prepared as part of this wider review. The report documents the major reforms to the recruitment and education of police officers which have occurred in the Queensland Police Service since 1989. These reforms have addressed many of the issues identified by the Fitzgerald Inquiry, but some problem areas remain. 

The concluding chapter of the report contains recommendations which address these problems. The report includes the findings of the Commission's evaluation of the two-year recruit education and training program.
