This research report arises from a recommendation of the 1996 Queensland Police Service Review Committee (QPS Review Committee) that proposed that the new selection panel be introduced for a trial period of two years, and that it be carefully monitored and evaluated by the Criminal Justice Commission (CJC) in conjunction with the QPS. 

The report presents the results of a baseline survey undertaken prior to the introduction of the new system, which collected data on the perceptions held by police officers about the promotion, transfer and review systems of the QPS.
