This guide is designed to raise awareness in public sector agencies of potential fuel fraud risks, due to current fuel market disruptions and associated cost of living pressures. It includes information which may help minimise fuel theft, fraudulent use of fuel cards, and misuse of agency vehicles.

Current fuel market conditions are heightening fraud and corruption risks associated with the misuse of fuel, fuel cards and agency vehicles.

The increasing cost of fuel coupled with supply constraints may lead to fuel being stolen from depots and vehicles, falsification of inventory records and logbooks, the misuse of agency vehicles, and fraudulent use of fuel cards and corporate credit cards.

Read the prevention guide: Minimising fuel fraud in the public sector (April 2026).

Note: This guide was originally produced in 2022 following a corruption audit. View the audit summary: Misuse of public resources: how effectively are agencies minimising risk? (June 2022).
