The Crime and Corruption Commission (CCC) has made 33 recommendations to address corruption and corruption risks in Queensland corrective services facilities.
This morning the CCC tabled in State Parliament its report titled Taskforce Flaxton: An examination of corruption risks and corruption in Queensland prisons.
CCC Chairperson Alan MacSporran QC said Taskforce Flaxton was established to identify corruption and risks of corruption in Queensland prisons, features of the legislative, policy and operational environment that enable corrupt conduct to occur, and reforms to better prevent, detect and deal with corrupt conduct.
“In the CCC’s view, there are significant corruption risks in Queensland prisons and the existing anti-corruption framework is not effectively preventing, detecting or dealing with them,” Mr MacSporran said.
“We have made 33 recommendations that seek to improve the performance of Queensland Corrective Services and the external oversight mechanisms. Ultimately, these reforms will improve safety for staff and prisoners, ensure decisions are ethical and impartial, enhance accountability and transparency, and raise performance standards.”
During the 16 days of public hearings, the CCC heard from 34 witnesses who brought a range of different perspectives to the table. Thirty-three (33) detailed written submissions were received by the CCC and both staff and prisoners were given the opportunity to participate in an anonymous survey.
“From the outset, the CCC took the view that it was important to engage with people who have first-hand experience of this unique and challenging environment so we could obtain an in-depth understanding of all the issues,” Mr MacSporran said.
“I was pleased with the level of engagement the CCC received throughout Taskforce Flaxton from all of the key players, including Queensland Corrective Services.”
The Commission encourages the government to implement all 33 recommendations.
