Cape York child abuse allegations — 14.12.2007

The Premier has contacted the Crime and Misconduct Commission over her concerns about allegations that Queensland Government ministers ordered workers at the Departments of Child Safety and Health not to tell police about hundreds of cases of suspected child abuse and neglect on Cape York.

These allegations, reported in today’s The Australian newspaper, were made by a police officer during an interview in July 2006 that formed part of a Department of Child Safety (DCS) investigation into the case management of an Indigenous girl in foster care.

The CMC assisted the Department’s review team with its investigation and reviewed the final report.

The review team’s investigation found no evidence to support the concerns raised by the police officer of improper ministerial intervention.

Quotes in today’s newspaper article used parts of an investigative interview with the police officer in which he was speaking about Health Clinics in Cape York regarding child protection issues.

It appears the police officer misunderstood information he received about the Queensland Health statutory obligations and policy concerning the reporting of suspected child abuse.

The statutory obligation of health department officers is to report matters to the Department of Child Safety and not to any other agency. It is the obligation of DCS to report to the Queensland Police Service any alleged harm that may involve a criminal offence.

Therefore, any suggestion that inappropriate action was taken by a minister or senior public servant is incorrect.
